On the basis of the decision taken in the meeting held on 22-08-2016 to design and implement a Comprehensive Action Plan to control the menace of stray dogs the Government have issued following instructions,
- The District Collectors and District Panchayats will lead the campaign. In the first phase, a database will be created through desk exercise, mainly from local reports and from the media till the 21st August, 2016 on dog bites, observed data on the presence of dogs, proximity to unauthorised slaughterhouses, waste dumps etc. The vulnerable geographical areas where immediate action is required, panchayat wise, shall be identified in a week.
- The Director of Panchayats & Director of Urban affairs will prepare a model project for Grama Panchayats, Block Panchayats, Urban Local Bodies and District Panchayats in the pattern of Palakkad project. The transportation of dogs to the dog park in phase 1 and running of block level dog immunisation camps at the block level in phase 2 of the campaign shall be met from the funds pooled through these projects at the district level.
- The skilled dog catchers in the district shall be enrolled and enough number of catchers skilled through ToTs by mobilizing relevent agencies. The District Collectors will coordinate and the Secretary of every Local Government will ensure mobilized, required skilled people.
- The Secretary, Agricultural Department will urgently notify two to three acres of land inside the agricultural farms under District Panchayat and enclosed with temporary fencing, to be maintained as a stray dog rehabilitation zoo……. Read More From Below Link….!
