As per the letter No.DB4-4535/16/CE/LSGD dated 17/05/2016 the Chief Engineer of Local Self Government Department issued following directions to the Assistant Engineers of Grama Panchayats,

The Grama Panchayat overseer should submit technical site inspection report along with file to the Assistant Engineer on applications for building permit / regularization / completion with area up to 300 meter squares. After receipt of report from the overseer the Assistant Engineer must be forward the same to the Grama Panchayat Secretary with clear recommendation.
In case of plinth area more than 300 meter squares the assistant Engineer should visit the site directly and prepare technical site inspection report himself and forward the same to the Grama Panchayat Secretary with clear recommendation.
