As per the government order No.2037/2016/LSGD dated 30/06/2016, the government had ordered that 20% of plan fund should be earmarked to productive sector in Grama Panchayats of Kerala.

But this order leads to confusion on calculation of 20% fund; whether Special Component Plan (SCP), Tribal Sub Plan(TSP), Central Finance Commission Award (CFC) included or not in plan fund.

Now the government have cleared the confusion in its clarification order No.2235/2016/LSGD dated 25/07/2016. As per this order the following clarification issued on earmarking of 20% fund to productive sector.

20% of plan fund for sanitation & waste management should be calculated after the deduction of mandatory earmarkings from the total amount of Normal Share + Special Component Plan (SCP) + Tribal Sub Plan(TSP) funds.
10% of plan fund for productive sector should be calculated after the deduction of mandatory ermarkings from the total amount of Normal Share + Special Component Plan (SCP) + Tribal Sub Plan(TSP) + Kerala Local Governance Service Delivery Project (KLGSDP) + Central Finance Commission Award (CFC) funds.
