Schedule I para 4.IV (ii) f Mahatma Gandhi National Rural Employment Guaranty Act 2005, allows ‘Providing all weather rural road connectivity to unconnected villages and connect identified rural production centres to the existing pucca road network; and construction of pucca internal roads or streets including side drains and culverts within a village. The annual Master Circular FY 2016-17 (2.5.2.8 (e)) further emphasizes that the rural connectivity will be usable in all weather, only when the required technical inputs are given & compaction at optimum moisture content with power roller are carried out. The need for quality of work of roads also has been reiterated in the AMC at para 2.5.3.2, whereas it has been mentioned that Cement Concrete (CC) roads should be functionally durable for 10-15 years and gravel/WBM roads for 5-10 years.
The Ministry has issued guidelines for construction of non-PMGSY roads vide circular No.P-17026/1/2015-RC dated 17/11/2016 for all weather road connectivity to non-PMGSY habitations, under MGNREGS. The states ensure adherence to the prescribed standards as laid down in the guideline and the implementation agencies do not take up repetive road construction activity for at least 5 years in the case of gravel /WBM roads and at least for 10 years in case od CC roads under Mahatma Gandhi NREGA on the same stretch on which road construction work has been done earlier.
