Part II: Rules applicable to employees appointed before 1st April 1968, mainly dealing with pension and retirement benefits.
Part III: Rules applicable to employees appointed on or after 1st April 1968, especially with reference to pension reforms and contributory pension schemes.

Each part contains detailed chapters and appendices, offering clarity on the entitlements and obligations of the employees under various service conditions.

For example, pension reforms, introduction of the contributory pension scheme (CPS), and modifications in leave policies have all led to significant changes in the KSR over the years.

Access and Implementation

The Kerala Service Rules are published by the Finance Department of the Government of Kerala and are available both in print and online. The rules are implemented by various departments under the guidance of the Administrative Reforms Commission and are monitored by the Accountant General, Finance Department, and other oversight bodies.

Government employees, especially in supervisory or clerical roles, are expected to be familiar with the relevant provisions of the KSR as it directly influences their daily work, entitlements, and responsibilities.
