Government vide G.O. (Ms)06/2017/Plg dated: 30.01.2017 had accorded sanction along with detailed guidelines for the preparation of Green Book in the Annual Plan 2017-18. The objective of this initiative is to facilitate speedy implementation of the schemes from the beginning of the financial year itself. The schemes which require high priority and are ready for implementation will be included in the Green Book. As per the guidelines, the Green Book shall be prepared and placed before the Legislative Assembly along with the Plan Document. After the approval of the budget by Legislature, Planning and Economic Affairs Department shall issue a general order. After which the administrative department shall issue Government order according Administrative sanction, detailing various aspects of schemes as cleared by Plan Preparation Group(PPG) / Special Plan Preparation Group(SPPG). No further
consultation with Finance or Planning & Economic Affairs Department will be required for the implementation of the schemes.
Green Book is published as a separate document as part of the Annual Plan programme 2017-18. The schemes / projects included in the Green Book are in accordance with the procedure set forth in the guidelines by Government. It is expected that this initiative will facilitate speedy implementation of the plan schemes and ensure timely utilization of plan funds. (Dr. K M Abraham, CFA – ACS Finance Dept).
