Annual projects to be dealt with only by the concerned standing committees of Panchayats

As per the section 162 of Kerala Panchayat Raj Act, 1994 various standing committees shall be constituted. And also various subjects shall be dealt with by these standing committees are mentioned in the section 162A of the Kerala Panchayat Raj Act, 1994. So while preparing annual plan projects care should be taken while approve/recommend the projects by the various Standing Committees. Sometimes we place all projects before the Development Standing Committee without considering the subjects dealt by the standing committees. So, this post is created.

Section 162 : In every Panchayats standing committees as stated below shall be constituted namely,

In a Village Panchayat
1. Standing committee for Finance
2. Standing Committee for Development
3. Standing Committee for Welfare.
4. Standing Committee for Health & Education
In a block Panchayat
1. Standing Committee for Finance
2. Standing Committee for Development
3. Standing Committee for Welfare
4. Standing Committee for Health & Education
In a District Panchayat
1. Standing Committee for Finance
2. Standing Committee for Development
3. Standing Committee for Public works.
4. Standing Committee for Health and Education
5. Standing Committee for Welfare

Section 162 A : The following subjects shall be dealt with by the standing committees of the panchayat, namely: –

In a village panchayat :

The standing committee for finance shall deal with the subjects of finance, tax, accounts, audit, budget, general administration, appeal relating to tax and subjects not allotted to other standing committees;
The standing committee for development shall deal with the subjects of development planning, socio-economic planning, spatial planning, agriculture, soil conservation, social forestry, animal husbandry, diary development, minor irrigation, fisheries, small-scale industry, public works, housing, regulation of building construction, electricity, etc;
The standing committee for welfare shall deal with the subjects of development of scheduled caste-scheduled tribe, development of women and children, social welfare, social security, slum improvements, poverty alleviation, public distribution system;
The standing committee for health and education shall deal with the subjects of Public Health, Sanitation, Education, Art and Culture and entertainment, water supply, sewerage and environment;

In the Block Panchayat :

The standing committee for finance shall deal with the subjects of finance, tax, accounts, audit, budget, general administration, appeal relating to tax and subjects not allotted to other standing committees;
The standing committee for development shall deal with the subjects of development planning, socio-economic planning, spatial planning, agriculture, soil conservation, social forestry, animal husbandry, diary development, minor irrigation, fisheries, small-scale industry, public works, housing, regulation of building construction, electricity, etc;
The standing committee for welfare shall deal with the subjects of development of scheduled caste-scheduled tribe, development of women and children, social welfare, poverty alleviation, public distribution system;
The standing committee for health and education shall deal with the subjects of Public Health, Sanitation, Education, Art and Culture and entertainment;

In the District Panchayat :

Standing Committee for finance shall deal with the subjects like finance, accounts, audit, budget, general administration and subjects not allowed to other standing committee;
The standing committee for development shall deal with the subjects like development planning, socio-economic planning, agriculture, soil conservation, animal husbandry, minor irrigation, fisheries and small scale industry, electricity etc.
The standing committee for public works shall deal with the subjects like public works, housing, spatial planning and environment;
the standing committee for Health and Education shall deal with subjects like public health and education;
The standing committee for welfare shall deal with subjects like social welfare, development of women and children and development of scheduled caste-scheduled tribe, poverty alleviation.
