As per GO(MS)No.82/08/RD dated 07/04/2008 the Government of Kerala issued following instructions regarding to requisitioning of Departmental Vehicles by the District Collectors for various duties.

District Collectors are empowered to make requisition any Departmental Vehicles in their districts except UNICEF for various urgent time bound cases like revenue recovery collection, Natural calamities, Disaster Management, Distress Relief, Election etc.
When Vehicles are requisitioned from Local Self Government Department for inevitable time bound cases the rent has to be paid as fixed by Government.
The conditions for payment to Local Self Government Department will apply with prospective effort.
The Heads of Department should furnish a list of vehicles owned by that Department to the concerned District Collectors.

Rent will not be sanctioned for the vehicles of LSGD are used by the District Collector for Election purpose : Chief Electoral Officer & Principle Secretary informed in his letter to all District Collectors not to sanction rent for the vehicles of other Departments are used y the District Collector for Election purpose.
